I have seen the reply to another post, and I have the call back gmail address checked in settings, but I still get the error.
Is there somewhere in Google that I have to change or set this to work? When I try to change it in Voice Central, I get a message saying that it is a premium option only.
Clearly I have missed something somewhere.

The Google Talk option is listed in the Forwarding section and the Call Back section. If it's selected in Forwarding, that simply means that your Google Talk account will receive the call when someone dials your GV number. If it's selected in the Call Back section, that means outbound calls will ring your Google Talk account first and then ring the dialed party after you answer. That functionality does not yet work in VoiceCentral, but it will be available in the next release. For now, you should select a different callback number.
